Kevin Locke was Hunkpapa Lakota, Ojibwa and Mdewakanton Dakota, as well as Irish, Scottish, and English. He attended the Santa Fe Indian School and Haskell Indian Nations University in Lawrence, Kansas. He later studied at Black Hills State University, the University of South Dakota and the University of North Dakota.
